is there any program that will allow my phone to block any other phone's signal thats within 20ft of it?

An RF generator broadcasting white noise on 450 , 850, 1900, and 2100 MHz at a power of 2KW. Or biuld a faraday cage around whatever area you wish to block cellular (and every other RF signal down to the SW band, (but FM will still be able to get through). Note: active cellular interference in the USA is a federal offense, and it is a felony, as it could place lives in danger, (plus a hefty fine by the FCC).

even if there was some app out there your phone doesn't have the output power to do that anyway.

Try putting your phone in a microwave and hit the popcorn button. Might help. :)

You don't have to make one. You can buy ones that fit in pocket from some sites overseas that I've seen.
