Drop some theme files into \my documents directory on your device
Goto:
Start -> Settings -> Personal -> Today
On the first tab, select your theme, then close it!

Edit: And themes are available here: http://forum.ppcgeeks.com/forumdisplay.php?f=31 and all over. They are a *.tsk file...

Re: Do I need to change something?

I did. I have the themes in My Documents/My Themes on My Device. They show up. When I highlight one and then ok out to the today screen and soft reset nothing changes.

Would the Home Customizer be interfering with running the themes?

Try and put the themes in the My Documents folder only. Then go to Start>Setting>Today>[click your theme]>OK>X

Also make sure they are .tsk files.
