What's the name of this start menu?

The title says it all, also are there any settings for this menu like to control if the "x" button closes or minimizes?

Where is it under registry?

Ah!! OK, well that's part of the new 6.5.x bottom start menu deal.
You might want to ask OMJ how to modify it. Sorry I can't help more. :dontknow:

That's only available on Windows Mobile 6.5.1 or 6.5.3 builds.
