Anyone seen this theme before?

Check out his screenshot, he's got all the buttons in each tab semi transparent to increase the BG on All Pages effect. I've been looking everywhere for this to no avail.

He has all the cabs listed under the screen shoot to make the screen look like that it to be one of the cabs ( my guess)
