Custom program/folder icons?

Can someone please direct me to a good walkthrough/program for creating custom program and folder icons? I've searched and searched and can't really find what I'm looking for.

I don't want to download a cab of icons someone already created, I want to be able to create my own icons and assign them to whatever folder or program I want. Maybe my search skills are just lacking, but I can't seem to find what I want.

Showaco on XDA has a program called reStart that looks like it might do the job, but it looks like it hasn't been updated in a while;

I won't be able to try it till this afternoon, if it works I'll report back.

The reStart programs seems to do exactly what I was looking for, but the manilla programs tab doesn't update correctly if you change an icon more than once. But that can be fixed in the registry.

Yeah, reStart is great. I posted about it in another thread, a while ago. Can't find it at the moment. Anyway, I posted up a big pack of icons in that thread.

I also wanted to mention this other alternative to reStart for WinMo 6.5.
