Carrier cab is for PPC. Use the computer to transfer to the device, navigate to the file location with devise's file explorer, tap on the file and install to main memory. Might need to reboot (softreset) device after.

the dcd carrier cab is just to get your internet settings on your phone if they aren't working with your current custom rom...if you have working internet then you don't need the carrier cab

Does the phone function without the carrier .cab?
Is the carrier .cab only for Internet?

bbsandkm cooked me a custom and stated that it was carrier free, and I needed to download a carrier .cab for Alltel.
