DCD has created several different ROMs for the Titan. They are noted for their speed, and available memory. The carrier cabs are to setup the data connection for internet.

so these cabs have been recommended for use with OTHER roms to help aGPS functionality. Is that an accurate recommendation?

agps must have a data connection, dcd carrier cabs allow a data connection in the phone so, yes thats pretty accurate recommendation.
