its basically saying thanks for useful posts without having to click the scale to do it and displays it under the info on the right of the user.

this is http://digg.com/ when you click on the dig this button it submits that post to digg.com

The more diggs a story/post has, the higher it displays on the digg.com's top stories. The higher a story/post displays on digg.com, the more exposure it gets.

I just tested this and it seems you must have an account at digg.com in order to digg a thread.

It took a LONG time to take me to digg.com too.

Also keep in mind only the first post is digg-"able", so it really be digg-ing the thread itself.
