The lock did seem to take longer then it did before but only by a few seconds. After my success I had a friend of mine who had installed the leaked update run over the air programming on his Touch. He got the same results as I did when we tested his GPS. Just to confirm that the setting was indeed enabled I connected my phone to QPST and checked the gpsOne tab. The "Allowed" check box was checked off.
So it looks like GPS will now work on the Telus Touch with the new 6.1 update and after running over the air programming without any hacks.
If more people could confirm this that would be awesome.

my gps is giving me issues....it works with telus nav but not with google maps....tried *22803 but it did not help...might try that again on my break...can't hurt...if that fails i will have to try the qpst steps...
EDIT:so i got it working here is what i ended up doing...
i was playing around with the gps mode setting tried it on 4(waited 5 min and did a soft reset befor trying again) still nothing in google maps...put it to 1(5min wait+softreset) google maps got a lock after a few min did another soft reset and tried again got a lock within 10sec. and it's been good ever since...even after i set the gpsmode back to the default of 2...will be testing again on next break
