Looks like this ROM is officially out on PCDPhones (Verizon's Outsourced WM Support Site).

The doc in the download says:
The upgrade performs the following improvements:
1) Improvements to Mobile TV client experience.
But as many others have seen, there is a lot of bug fixes that improve the device itself.
It's on VZW's site yet, but they usually have more info on the fixes when they post it.
