I figured it out. To get TF3d to rotate, add these three strings to the registry:

HKCU\Software\HTC\Manila
String: EnableLandscape Value: true

HKCU\Software\HTC\HTCSENSOR\GSensor\ModuleName
String: TF3D Value: \Windows\manila.exe

HKCU\Software\HTC\HTCSENSOR\GSensor\WhiteList
String: TF3D Value: Manila

For Google Maps, add these two:

HKCU\Software\HTC\HTCSENSOR\GSensor\ModuleName
String: Google Maps Value: \Program Files\GoogleMaps\GoogleMaps.exe

HKCU\Software\HTC\HTCSENSOR\GSensor\WhiteList
String: Google Maps Value: GoogleMapsMobile

Restart is needed.
