Rooting for the most part is unnecessary on WebOS. What are you specifically trying to do?

Any app in the app catalog will work on the Pixi. I would use WebOS Quick Install and install app from there. I would also install Preware on the Pixi and install apps that way without having to put the device in Developer Mode. Preware can also be installed through Quick Install. I think for the most part all apps work on either device.

I installed the quick install and preware.

How can I get the Pixi to tether via usb to my laptop?

You have to install My Tether which is the only thing that works since the new 1.d update killed mobile hotspot.
