Help with SmartTweaker and SmartScroll

i can't get them to install. the keep saying my device is app locked. how do you get around that? any help is appreciated. thanks

from scottjb on everythingQ:

to unlock software for Smart Tweaker to run you need a registry editor

To unlock:
Under HKEY_LOCAL_MACHINE\Security\Policies\Policies:
Change the DWORD named "1001" to 1
Change the DWORD named "1005" to 40

I have tried this and it works.
