Long distance warning message

I just got my Touch replaced under warranty and I've realized that after I flashed the ROM on the old one it stopped playing a warning message every time I made a long distance call. The replacement phone does this again. Without flashing a new ROM is there some way to get rid of this?

two things where are the calls to? within the us?....and if your on a newer plan it shouldnt even say that as long as the calls are within the us...
