"Manage folders" link in text messages

I wasn't sure where to post this since it's more of a WM 6.1 question. I was playing with my friend's Mogul that's he flashed to one of the WM 6.1 ROMs and the Manage Folders link is greyed out, unlike my current stock Touch. How do you create a new folder within your Text Messages if the Manage Folders item isn't clickable?
