Hey, it is from DiyPDA.com, the CHS WM6.1 19209 Kitchen.
In the RUU folder, there is an clean CHS ROM.

The new OS 19209 is very stable and fast, enjoy it.

The 0804.mui in SYS is from CHT9000
The 0804.mui in OEM is from DiyPDA

Even if you let the page load, the site requires a tool RaySource in order to launch the download.

A search of RaySource returns a few interesting results; at least one was flagged by Google as "this site may harm your computer." Others indicate possible malware...

I downloaded just for the hell of it, and everything looks legitimate but it's all chinese as far as I can tell. no use to me.
