Can You strip APPS from Roms?

well i guess the best way to say it is... i wanna use make my own rom to some extent.. But before someone goes completly off topic and say another route i just would like the quesiton answered.

Is it possible persay to rip programs/apps from a custom rom and then use there layout/apps/cabs for my use to place to my rom?

Yes, you can dump the rom with prepit or the visual kitchen, and use the files from the dump. However, I would suggest that you get used to cooking with some pre-configured kitchens before you get in too deep.
