If you're using TF3D2 then it won;t work properly. If this is the case, you'll need to be able to access the "Settings" from the traditional Start Menu. TF3D2 generally comes with its own Start menu since it has the "Settings" function in the "Settings" tab. Here's a CAB to get your traditional Start Menu back.
All of this is, of course, assuming that you're using TF3D2 AND have the Manila Start Menu...
Once you have your traditional Start Menu, you can remove the background CAB via "Remove Programs"
