Yes, the updateprl.cab doesn't always work on custom roms. Unless it's different than the .cab that comes with the tpro, But I have never tested that particular .cab on say a wm6.5 rom and also never ran a mighty rom either....

I have USCC and am running Telus 1.04.. *228 no longer will update my list though.. if I change back to 1.07, as shipped, *228 works fine.. we get EVDO this summer, hope I can still use a NON - USCC radio.. 1.04 better signal, battery, less heat.
