Comm Mgr. quick link in WinMo6.5?

Ive seen this option done on a few roms that people have where they have the comm mgr option in the bottom right hand corner in winmo6.5, but was unsure how to go about doing this.

here is a picture of it for an example.

i tried to search for it, but was unable to find much.

can anybody direct me on how to go about this?
