difference betwenn flashing/unlocking

i was reading a couple threads here, and i need some clarification. Is there a difference between flashing your phone and unlocking your phone?

yes, you need to unlock your phone before flashing it.

Unlocking it is just removing security among other things so that you can 'flash' other roms.
you only unlock once

flashing occurs when you change radios and/or roms
