As for the question, I don't think we have had solid confirmation on that yet. Yes, a CS rep probably said that. However, given their track record, it doesn't mean that much. It's possible though.

It would be special because a official 6.5 rom is better to work with than leaked versions.

It would be helpful to cooks though because they'll probably be able to raid it for updated apps that work better in 6.5 :P

hope this is true because then maybe the HTC dialer will work rather than give that phone ring lag when your phone is locked... :)
