No, it's most definitely not "exactly the same thing" although in a lot of cases it will accomplish the same thing.

I have three Sprint TouchPro's flashed with Merdin's 6.5 & activated on Verizon service.

If I do a "clear storage" it resets all my QPST settings back to Sprint settings & makes a whole lot of unnecessary work for me (I found this out the hard way). Doing a hard reset with the hardware buttons or simply reflashing the ROM does not affect the other settings at all.

Mighty recommends using the "clear storage" function over the hard reset, most likely for the reasons jmorton pointed out. He mentioned that when he had some programs with a ROM and a hard reset didn't fix anything, but the clear storage function did.
