Email pictures not loading properly

I've searched this forum and several others without result. I've had 3 HTC phones now, all using windows mobil. I am repeatedly having issues with emails not showing embedded photos. Instead I get the little icon indicating that there should be a photo there. I've gone through all the settings I can find without a solution. Has anyone else experienced this and found a solution?

arent they blocked for security reasons and then you just click something to tell it to download them on the email? or check settings and tell it to download the whole email? but you tried all this sstuff right?

For hotmail emails that is the case and I'm aware of that. I'm talking more about the POP3 accounts. I have my settings set to download the entire message and there aren't any prompts/menus to download photos.
