Issue deleting outlook emails

I have an HTC Touch Pro. When I delete an item from my outlook synced email account on my phone it does not delete from my outlook account on exchange. I've tried all of the settings. The major one that I found that appears to address this is under Menu>Tools>Options>Storage tab>Empty deleted items:

There are 3 options, Immediately, On connect/disconnect, or manually. I've tried all of these and none of them work consistently. If I set it to immediately it will work for a day or two and then stop again. I can't seem to get this to work consistently.

I'm a pretty technology efficient person and I've owned 2 other window mobile devices prior to this and never had this issue. I previously had the US Cellular HTC Mougl or PPC 6800 and it worked fine. Any ideas?

I'm running windows mobile 6.1 Pro CD OS 5.2.20769 (Build 20769.1.4.5) in case this is important to anyone.

Please help, this is very frustrating. I get several hundred emails a day and can't manage them this way.

Can anyone help on this one? I'm getting desperate. Maybe I should not have stated US Cellular in the title of the post because it really isn't a US Cell issue. I'm afraid that might be scaring people away from the post. Others must have had this issue. I'm thinking I can't be the only one.

I get several hundred emails a day and this is often the only way I have to clean up is through my phone. Please help!
