For that issue (so you can run the program to get your msl) use this cab to update your net framework:

but up in Canada, on Telus, we use phone # for Username and ESN is the password ... well ok, it USED to be, suddenly it's blank... |

Dang...I did all of that and the same thing is happening. May it is on Sprints end like the guy said....maybe depending on where one live....*sighs*...disappointment.
