why is my DATA speed so slow?

I'm in a pretty populated city (Milwaukee, WI) and I'm currently using MightyROM 4.16 with 1.1100F Sprint Radio and my PRL is 60652 and my speeds are 400kbs~800kbs with the Evdo Speed tweak

anyone have any suggestions on how to improve the speed of my DATA? I notice people having 1mbs speeds

i CONSISTENTLY on every website testing have between a 1.8 -2.2 MB DL speed via sprint and it might have to do with my radio versioon? im running same ROM, but radio is 1.03.15F its not the fastest for the GPS but amazing for internet
