I am with Bell Mobility, and just flashed MightyROM 4.9.5 and this was just one of my problems. This trick worked for me as well!
With Bell Mobility, I also had to change the Text Message length from 130 to 140.
HKey_Current_User/Software/Microsoft/SMS/TextShared/IS637MaxAsciiCharacters

This worked for me as well. All of my received texts were off by one hour into the future, where my sent ones were accurate. Thank you.
