Everything is installed from file explorer. Once you have put the installation files on your phone, you can find them in the file explorer (in your programs list), double tap on it and you TP should do the rest of the work. Sometimes, the TP will reboot itself if necessary.

Some installers (SETUP.EXE/executable style) need to be launched from a desktop/laptop running Windows and will queue the program to install via ActiveSync the next time you connect your phone if it's disconnected at the time. Other installers require the phone to be connected via ActiveSync to install.
Most programs, though, can be copied to the phone or sd card as a .CAB file (via the Disk Drive method) and started via an Explorer program as detailed above.
