How do I keep location setting from turning off randomly?

I have a quite anoying problem. My location setting keeps turning itself off. Is it the power saving registry edit that is causing this problem?

Please help. thanks.

Happens on reboot. The stock WM6.1 ROM for the Mogul introduced this "feature." Also happens on the Touch Diamond. Not sure if it's actually disabled or not. The radio button is already set to the "on" position when you go into the phone's LBS setup.

This appears to be a glitch. Even if it shows "off". It is on. Happens on my Pro and Diamond. (6.1 glitch regardless of phone).
