A data plan is not required for GPS use, but it you try to use a GPS software like Google Maps, that will require a data plan.

I have a chance to buy a touch pro or a diamond. Which would you recommend? Also same question about the standalone GPS on the diamond?

The biggest difference is Touch Diamond does not have a slide-out keyboard and no Micro SD slot.

If you are looking for GPS without data plan go with the Touch Pro. This way you can load the map data to a micro SD card.

Navicomputer is freeware that lets you download and store maps on your phone so you can use it without an internet connection. I only played with it a little so I can't vouch for how good it is.
