Unhappy ICS Windos XP Dropping but still shows connected?

Okay guys and gals I have one that hopefully someone can help me fix as I am going nuts over this issue.

I tether my Alltel Touch Pro (now Verizon) via USB and about 2 months or so ago my internet connection starting dropping but get this windows and the phone both show that I'm still connected. However I am unable to load web pages or download anything until I disconnect the phone and reconnect again. Sometimes I have to do this several times and I am totally fed up.

Does anyone have a clue what I can do to stop this behavior? The phone only does it on my computer (I went so far as to reinstall windows) and does not have these issues on our 2nd computer, however our other phone does the same thing on this computer so I'm assuming it is a windows problem.

Oh yeah and I've tried connecting through different USB ports and with different plugs, still the same issue.

Please Help!
