Sprint EVDO Speed

is it variable from ROM to ROM in the same area .........I was getting 1.6 MBPS download speed using the stock and the old Mike's ROM.
now I am getting only 400 KBPS .
I used the ROM tweaks and my tweaks and I am still getting the same with no improvements

is it my phone , or the network ? !
