State ID on incoming call not working with new roms

k, with the stock rom when you got an incoming call, above the slide to answer/ignore bar it would tell you the state the call was coming from based on the area code. With any rom i create in pretty much any kitchen i try it does not seem to work any more. Instead the area where the state should be listed says "Slide to answer/ignore" instead. Anyone know what controls this action or how to get it working again. I have dug through the registry and all the location codes are there but still not working
