Did you look through the link on my signature?

Need more details.

Is it reporting "Weak GPS"?
Is it showing number of Satellites in the upper right hand corner?
Did you setup QuickGPS which helps it lock faster?
Did you fiddle with GoogleMaps GPS settings and change it from the default of "Managed by Windows"?

What ROM you running?

If you are getting a tower lock which sound like you are, that's half the battle.

Location fix and GPS fix are different.I would be upset if my location wasnt working...When i see Location fix I automatically expect cell tower location unless GPS is running. It's quicker to get a cell tower fix if you need to find something local...GPS is only need if you need exact directions.
