Weird volume issue

Help please
it seems like the phone's volume initially starts low then goes to the normal volume level. You can hear it when you dial the keypad, the first tone is low and the following are higher(normal). Or when you pick and choose your alerts.

Is anyone else experiencing this? Is it just mine?
