This may point to the FCC letter that was posted some time ago. Something along the lines that they had to submit the GSM side of the radio for testing if they wanted to get approval. HTC replied that the TP2 will be SIM locked for all US carriers so it was not necessary.

So I'm assuming the Telus one didn't have to get this same FCC approval, so the option was left enabled.

Yeah makes sense, FCC has that type of power to limit it. However I believe there is a way to unblock that, i.e. it's a hidden subsidy lock, or software-based limit. Down the road someone will figure it out.

It would have had I had a SIM inserted prior to unlocking it. As it was I didn't have a card handy at the time, and therefore just went into Settings | Security. Unlike the US TP2's, the Telus version is not SIM unlocked so it therefore allowed me to enter my purchased unlock code.

So it sounds like you are correct in your assumptions that the US TP2's are different to the Telus version i.e. you have SIM unlocked, but it is crippled in some other way that stops it from working on N/A GSM networks Sorry man!
Try e-mailing the guy all of the Telus TP2 owners are having great success purchasing unlock codes from, and ask him about this. May be worth a shot. I'll PM you his email address after this post.

According to the user manual:

"While in the United States, your device will operate only in CDMA mode; domestic GSM networks will not be accessible via this device."

I'm guessing it's limited by software. Or maybe the PRL controls which networks the phone can connect too.

More like a software lock. Thing is once the subsidy lock is gone, it will not discriminate which ever SIM card you put in there and whichever network it's on.

As for PRL, it's for CDMA, not GSM. So I think by the time we figure the lock out, or, by luck, unlock the HardSLP and flash someone else's ROM, that lock would be magically gone.

Who knows, baby steps.

So at best you'd need a plan with a U.S. GSM provider with SIM card to be able to use a verizon TP2 on U.S. GSM networks. There's no way to roam having just a Verizon plan. Or am i not understanding the hypothetical theory correct?

Another question that occured to me is the TV out functions on the TP2. I found one cable that is mini USB to A/V component for $25. Are there really this few manufacturers making this cable, I couldn't even find on on newegg. What about mini USB to HDMI, do those exist yet?

IF Verizon's TP2 is not US-GSM carrier-locked down like Sprint then yes you can, but then again FCC has regulations on things like this.

We don't know what Verizon's will be like, because nobody's gotten their hands on one yet.

The cable you can buy at your local T-Mobile store, assuming you have one in your area.

This discussion is not specific to the Sprint version. The link I posted lists the model numbers for both the Sprint and Verizon version. The Telus part number is not listed.
