Is there any way to do this???
Basically my hard buttons don't really work anymore.

I can't dial OUT. Phone keeps wanting to power down.

I need to get to the PHONE KEYS that are on the touch screen. Quickly and easily. Is there a SHORTCUT i can create or a way to get there using only touch screen???

Currently on mighty rom with some shell.

Just go to start all programs then phone. Why does your phone want to keep powering down?

power button must be stuck or something. and most ROMs have a softkey shortcut for the phone . but it may actually be time for a replacement.

im guessin you dont use cookie or any type of launcher... otherwise simply add Phone to one of the shortcuts

If you don't have one use a softkey changer app to change one of your softkeys to phone.
Have you tried a clear storage?
