Just to add and clarify what others already said. Since you are asking what is Outlook, I am assuming you are not using Outlook software on your PC at home or at work? As was mentioned, Outlook is basically your organizer software (contacts, email, tasks, and appointments) that comes as part of Ms Office suite. So:
1) If you would use Outlook at home on your PC then you could sync all of the above with your Windows Mobile phone using Active Sync via USB cable. 2) If you would use Outlook at work, that means your company uses Exchange server to store all the above info and besides syncing it via USB cable you could sync it wirelessly with the exchange server directly. That is the setting that you see to retrieve Outlook Mail as it arrives or after certain period. That drives how often your phone checks for new items on your exchange server. For personal emails, you don't need to use Active Sync and just set them up as custom accounts. Hope this helps.
