How to customize taskbar icons? (sorry if a dupe)

Is there a way to install/change specific taskbar icons to my Windows 6.5 taskbar? Something other than a canned taskbar cab? I've searched, and I see references to change this dll, or that one, but of course they all assume you know how to change/install the dlls in the first place.

I do understand that a complete tutorial is WAY beyond what's possible in this thread, but if someone could post links to tools/tutorials needed to do this, I'd appreciate it. And if the answer even winds up being something like "you need the Windows Mobile Developer Kit, and teach yourself how to program", that's fine too, at least that gives me a place to start.
