Mighty Rom Internet Sharing

I I use the internet sharing program on mighty rom can Verizon tell I am doing this. They told me I would be charged extra if I run the internet on my computer through my phone.

Does the sim card has to be inside the phone?

I don't think it matters either way....sim, or no sim.
