US Cell TP2 on AT&T

I know it is probably a dumb noob question. But if I put a SIM card into my US Cell TP2 can it be activated on the AT&T network?

if its unlocked yes ( and I dont just mean phone unlocked but radio unlocked to ) at least u didnt ask if a tilt 2 would work on us Cell LOL
