With the new sprint 6.5 rom, is there a way to stop the weather animation on the home screen?

There is thread called tweaks and discussion on the first page you will find a cab file there.

Ive tried everything everyone has told me, and nothing has yet to get rid of it.

Including the tweaks page "disableweatheranima".cab

HKCU\Software\HTC\Manila

Home.WallpaperMode

Change dword to '2' and soft reset.

This will reset though if you change wallpapers though.

is it different from normal sense? usually if you just change your wallpaper to animated, and just select a regular picture, should get rid of it.
