Expired warranty policies

In recent months, weird things have been happening on my titan like:

- receiving atleast 5 copies of the same text message even though it has only been sent once
- worse reception than a Motorola razr
- battery can't even last half a day (a new battery will fix this I know)
- even worse reception when data is on (2 bar EV before switching data on, 0 bars 1X when it's switched on) =/

what I can be sure of is that this is NOT ROM related.
I've flashed all possible titan roms on it before CORRECTLY.
telus 6.0 rom, telus 6.1 rom, nuerom3, dcds rom countless versions, JD and so on.
the issues remain.

since my warranty is over, I didn't put much hope in getting it fixed.
Nevertheless, yesterday i relocked my titan and flashed it back to stock rom.
went to a Telus store, and told the representative about the issues.
First off, he had no clue how to use a WM phone. He was looking at the "memory" window when it's a reception problem. Then he simply concluded that my warranty is over and there's no way to fix it unless i pay them $250. i don't think anyone would pay that...to get their titan fixed...
Any telus users here familiar with Telus' policies? is it true that i have to pay 250 dollars or is it the clueless representative that made the numbers up? Any ways to get around this? The issues are really bothering me...

this is why you pay 4 bucks a month for insurance...then who cares about the warranty...and worse come to worse you never pay more than 50 but its almost always covered as lond as its flashed back to stock..
