As long as they can install things, what prevents the end user from unlocking and changing their extended rom, or even flashing a new rom? Unless you can get the provider to block it for you, I dont think there is a fool-proof method of preventing web surfing. And since you are worried about data usage, you also need to worry about blocking internet connection sharing.

as of right now, there's no way to do a custom rom for the P4000 anyway...

I am sure there is a 3rd party Exchange tool where you could set a policy.

Good Mobile Defense would be able to block IE or any other browser that is defined by policy.
Here is a list of what can be done with it:
Advanced Password Management
Handheld Feature Control to limit use of risky features like Bluetooth or WiFi
Application lockdown to ensure that only approved applications are on the device
Encryption management of Storage Data cards and other device databases
Data erase of all device information, when triggered by a security need
