Verizon said they don't support WM6.1!!! check this out...read this surprise
 

I just got done d/l the 6.1 update from VZW website. I was talking to there tech support and he's telling me on the phone that VZW does not support 6.1 only 6.0 So he directs me to their webpage to d/l the latest update to see if it will fix my phone http://support.vzw.com/phones/index.html?p=3411 I told him that thats EXACTLY what I d/l earlier from UTstarcom. When you hit to d/l it. It tells you where the software is coming from. I told him thats the exact same wording that I d/l earlier and he swears up n down that they don't support it. Well its on your website and Yes your supporting it because its THERE!. So w/o f&*^'ing around he quickly said that he's sending me a replacment phone. But I want this update to work. I will have to wait till tomorrow to contact UTstarcom since there already closed. I'm not sure what went wrong when I updated the phone but now it won't connect to the CPU I retried the update again and I tryed a hard reset and its stuck in the RGB color scheme and says USB in the white bar. I tried to remove the battery and still won't work. Can someone help me. My phone is totally useless...i might as well try some more things to get it back on.

Your phone is in the bootloader mode, all that you'll need to do is find and run the old ROM that Verizon released and re-flash. Should bring it back to life.

your gonna have to flash the official rom via your sd card..
There is threads around here on exactly how.

But a short run down of it.

Extract signed_RUU.nbh file from exe package downloaded earlier. With winRAR.
Rename to titaimg.nbh
Format your SD card to FAT32
Copy titaimg.nbh file to sd card
Insert sd card into phone
Since your stuck in bootloader just soft reset.
When it comes up it should start loading the rom.
