yes, you can. you can use this guide How To: HTC Hero Flash to Cricket with Talk, Text, Wap and MMS
only difference is, you can skip the steps to change your MSL to 000000, because alltel phones are already set to that.

Can it be Rooted and flash custom ROMS? I heard of some issues.

i gave you a link in the previous post, check it out. there are plenty of people talkin about flashing custom roms. CM6 rom seems to be a popular one.

CM6 is a good ROM, but MMS will not work on the Froyo builds with cricket.
