I am still leaning towards it being a "Charging Problem" and not a Battery problem.. Yesterday i was running the EVO stock battery that was charged in my TP2 craddle and i got over 12 hours of use and was at around 30% when I plugged it in to be charged last night...

I am at 3 hours this morning and am at 50%

I am going to swap to my TP2 battery and charge this one in the cradle again....

Im going to have to agree with you, I think the batteries are fine....its either charging or the phone itself....idk...
I do know its annoying having to keep worrying about my battery all the time.....

I think I figured out what worked for me:

1. I did the GSM to CDMA fix on the phone.
2. I then did the HTC suggested battery fix on my TP2 Battery but not the EVO battery. This is why My TP2 Battery was preforming so well. After testing the 2, I found the EVO battery was still having issues.
3. I then preformed the HTC suggested fix on my EVO battery and all seems to be well. They both seem to be holding up the same now.

Question....with the HTC suggestion, did yur indicator light actually synced up? I tried it...with the Evo battery and it never hit green immediately after turning it off and I tried a billion times.....

I never got it to the point that when I plugged it in the light went green immediately. It would take a minute or so to go from amber to green.

These were the steps I took:
1. With the phone on, I charged till indicator was green.
2. Disconnected the phone from charger and then powered off.

3. With the phone off, I charged till indicator was green.
4. Disconnected the phone from charger and then powered on.

5. Repeated steps 1 & 2.
6. Done.

I did the same as you by continuing to charge alternating on and off waiting for it to be green immediately but after the 10th time I figured that was enough. Still seems to have made a big difference.

I have been in 4g almost all day and have had no problem...was super slow until I turned it off and back on though....

Mine took about 6 times but finally went to green right away. My battery life greatly improved today over the previous week.
