I just preorder my EVO 3D at my local Sprint store. Nobody but the store manager even knew it could be done. They sold me a $50 gift card and said that they would call be when the EVO 3D was in and that they would have one available on day one. I went to the Sprint store because I have SERO and according to Sprint's website you can't ungrade from 3rd party retailers (Best Buy, Radio Shack). I'm not that particular that I don't want salesman fingerprints on it. They wipe off pretty easy.

Went to a local Sprint store and they had no clue how to do it because it's not in the system. Called another store and they weren't taking pre-orders either.
Finally go on a list by calling Sprint.

Yeah... a lot of times i have to go to retentions, or whatever they call it now--Concerned Account service I think--and tell them what I want the, same stuff I tried to tell a regular rep.

Everyone else claimed they couldn't move my upgrade date at all for example. Might be the same with the pre-order. If I end up pre-ordering from Sprint soon, I'll let you know if that works since I'll probably just start with them.
