Anyone have trouble upgrading roaming via *228 or 288 whatever it is?

Im in a different area and the internet speed is terrible in Bowling Green, KY, compared to home and everywhere else. I was going to do option 2 to see if it would help but it gives me a message that the feature is not available..

I was wondering if this was specific to this area or is something else going on that I need to know about?
